To create a faction, first select the name, color, and icon for your faction. Then, click on the custom units that you want to add to that faction. Click save to save your custom faction. You can bring your custom faction into battles by clicking the Custom Factions tab, and dragging it anywhere between the other factions in your toolbar.

The player creates them by making units in the Unit Creator , then scrolling over and adding them to factions. You can use them in battle, and to do that you can go to the plus faction before the battle and add your custom faction to the bar of factions at the bottom of the screen.

The Faction Creator works in a similar way to the Campaign Creator, in which created units can be dragged and dropped into a new faction and saved to the Workshop or locally.
